What is the best amp I could get to drive my CompVR 15s on a $400 budget?

Well... since you can't hear small amounts of distortion in bass frequencies, a watt is a watt in this case.
JBL GTO EZ amps are always a good choice for those without access to an oscilloscope to set gains
jbl makes a quality product and you may not be able to hear small amounts of distortion at low frequencies but you can definitely hear quality. sorry I subscribe to the theory not all amps sound the same because they don't. op only because I have learned through trial and error.
