Besides the fact that I'm a noob in this area and dont know any better.

What does it mean when someone says:

their box is tuned to xx hz (where XX means any number)

What does tuning a box to a specific frequency do? does it boost that particular frequency range? If so why?

It means that the box is tuned by a combination of port area, port length, and enclosure size. Tuning changes the frequency at which the frequency response peaks (is loudest) and can change the way a subwoofer preforms.

In short answer:

Tuning a box to a specific frequency increases the bass response of the driver and can extend the frequency response of the driver/enclosure combination to below the range the driver could reproduce in a sealed box.

The reason is because the enclosure resonance limits cone movement in a band of frequencies centered around the tuning frequency, reducing distortion in that frequency range which allows for more power = more spl at that frequency.

Sorry, that was the best I could come up with.

It does boost that frequency range and allows the ouput of the sub to be higher at the tuning frequency because the sub can play louder without distortion.

Thank you guys! It totally make sense to a noob like me.

My box and speakers that I got were a hand-me-down from a guy who is very much into these things and quite an audiophile. I dont speak with him anymore but I am wondering if there is a way to find out what the box he gave me is set to?
