What does reconing do?

I think people recone broken/worn subs.

You wouldn't recone a new sub, unless you wanted to replace the soft parts with something of higher quality.

I've heard that an amateur recone can ruin a sub, so I'd be weary of them.

 
Will it make it louder? No.

Can it make it louder? Yes

Chances are it will be a small increase. Changing the spider set up on a sub can impact it greatly. A different coil could be used. Its alot of variables.

 
Will one of those 'reconing kits' you get off of ebay for 29.99 make your sub louder?

No.

Would I use one of these kits on a working sub?

No.

Will a professionally reconed sub be as reliable if not more reliable and of higher quality than when the sub was brand new?

Yes.
