No, a recone is just basically replacing everything but the motor and the basket. Its pretty much a new sub after a recone is done.

I think people recone broken/worn subs.

You wouldn't recone a new sub, unless you wanted to replace the soft parts with something of higher quality.

I've heard that an amateur recone can ruin a sub, so I'd be weary of them.

Can it make it louder? Yes

Chances are it will be a small increase. Changing the spider set up on a sub can impact it greatly. A different coil could be used. Its alot of variables.

Would I use one of these kits on a working sub?

No.
