i don't know about the tc...

I know that in physics that 1 hp is roughly 745w...

I am sure it is possible to throw more power to a sub that is rated for ~2100w rms...

TC uses it to stand for the relative power handling. Not sure if it's mechanical or thermal...

this is probly more accurate. the 4hp has a 4inch VC and the 3hp a 3inch VC. Other than that its just a referance to the model number.

my storm x1 (3hp variant) has taken around 2000 watts RMS daily, quite possibly they meant it like that.
