Capacitors lose storage capacity if they sit on a shelf uncharged for too long. I suspect that thing is even more worthless than when it was new. If definitely not worth more because its old.

I had a couple old RF Audiophile series caps that sat in my closet for a few years before I got around to using them (years ago), they wouldn't hold a charge for shit by then.
