that case was decided by the supreme court...it's mandatory authority across the land. Cops are required to read you Miranda even if its a misdemeanor, assuming you are in custody and being interrogated.
its the opposite...you can be interrogated for non-felony crimes. Even if you commit murder, they aren't required to read you/have you sign a sheet realizing your miranda rights until you are interrogated...doesn't mean cops won't do it anyway.
when i got a minor consumption, i was read miranda.
i was breathalized, and confessed to drinking. little did i know, hand held breathalizers are not admissible in court ( only can be used to take someone to the station and use the big breathalizer). so the cop read me my rights, and used my confession to arrest me. the wikipedia page on miranda rights, and miranda v az explain it all
