what are these CAPCELLS?

im looking at these power acoustik CAPCELLS wether they are a piece of crap or whatever, i dont know, but i noticed these things are 16V, which puzzled me. Do these things put out 16V? and do they charge on an regular 12V electrical?

i was trying to go until i seen prices of the fluxcaps dont really feel like buy all the other crap that is neccessary when going 16V i like how jacob had an regular 12V alt and use 2 fluxcaps and BAm he got 16V from an 12 V alt
