Theirs an audible difference between all 3 of them. ofcourse the 12 is going to be louder than the 10, and the 13 louder than the 12.

everyone always says that, for simple questions like these can't we just assume that each driver has its recommended power and enclosure.

That's not accurate. You can't look at cone area alone without taking excursion into account. An accurate statement would be the one that juju said; More displacement = more output; not just cone area. You can have less cone area for a given output level if you have more excursion.
