visonic a/b amp (dead short

I was messing with a older Visonic amp A/b non mosfet , 1200 watt max, went to test it and as soon as you give it power it is a dead short at the battery, but nothing in the amp gets hot, and the Fuses do blow, why would this just have a short like that????

I had an amp like that one time. Brand new in the box! Turned out to be a faulty power supply section. Nothing burnt on the board. Amp would attempt to power up but then blow the fuse.
