Tune according to FS?

I was watching a youtube video and a guy was saying tune your enclosure to whatever the FS of the sub is. Is that correct? Does it make the sub sound the best that way or what?
That isn't always practical.. I like the sound of tuning around 30-33hz. I like watching my dash shake on low notes lol

 
The idea behind tuning near Fs is to control the impedance magnitude of the driver's natural resonance. That peak is what makes it hard for the amplfiier to keep good control over the driver due the capacitive and inductive phase angles. Tame that peak and you will lower the impedance magnitude, the phase angles will not be as steep, the amplifier will more easily be able to deliver it's power and keep a tighter 'grip', and you will likely enjoy a smoother, more behaved frequency response. You will also stave off amplifier clipping.

I've had some success doing that with home theater subs because the room gain works at lower frequencies than cabin gain in an automobile. In autos, a transmission line takes advantage of the driver's Fs but still allows it to play a pretty wide bandwidth of frequencies efficiently. Trouble with those, though, is that they take up a lot of space. But... if you've got room for it, a t-line will out perform any other enclosure, in my experience.
