I can answer that question better than 99% of the members and cite reg refrerences.
The answer is, it depends. There are mechanisms available. But technically, unless Congress has appropriated the money, yes. It is a violation of the anti-deficiency act's purpose statute. The Comptroller General has made several ruling on such activities. This can be sidestepped. I know if commanders of measly bases can get out of it, I know he can.

You are correct, I said it backwards. It does make me curious about that though. It's difficult to see the regs concerning specifically the President. However, the failure of mentioning him leads me to believe he is not given special powers. Although I am certain that Congress appropriates money for a "White House Budget"...but I am curious what appropriation that may fall under.

IDK, I read about it in National Geographic. Although the article did not specifically state that they actually pay some rather high priced restaurant prices, it implied it. There was a statement by a White House employee indicating that all administrations complain, but that Mrs. Carter was especially shocked by the cost. I guess it was a bit more than the diner in downtown Plains, GA.
