Toss up b/n BL or Q

I'm wanting to do 2 18" subs for my next setup. I only have 2000 watts to work with but I either want to run Fi Qs or BLs. But I dont know which one will work better of the power I have. I want more SPL but I'm sure they will be loud. I just want to know which one will be louder off 2000 watts. I also have plenty of space to work with so that is not an issue.

Is that 2000w total to both subs? If so, I would recommend the Qs. The BLs with no options other than maybe cooling would work good off this power and be a lil louder than the Qs, but the Qs would sound very good off this power.

Yeah, 1000 watts to each.
