unfortunately PA might be a tossup, the only people i know who have ever been hassled, (although that means nothing, i know) have been using like 5% all around, or the metallic stuff. seems to me its all about what side of the bed the police got out of that day.

I remember a lengthy discussion on window brows @ tintdude.com - basically, uses as much matierial and time as a window, they had a debate about charging for it.
