Google Soundwaves, Prospect Park in Delaware County. Customary rate of about 100 or 125 per pair of windows as of when I did it a couple years ago. Cool guys. Good service. Also a great car audio place although they're expensive, but they carry Hertz, Pioneer, Pioneer Premier, Eclipse, and I believe Image dynamics. They do details too. Also one of the few places that let me use a credit card and gave me a receipt even though I was going darker than what is considered 'legal' in PA. The rest of the shops around Delaware County acted kinda gay about it. It's been on over 3 years and holds up well except for a few chips that are my fault cause I'm not always careful with my seatbelt buckle.

There are shitloads of places in Philly, all you gotta do is google it.

RAPCO car accessories on Hunting Park in Philly (NOT the repair shop but the accessory shop, they're next door to eachother) does it too I'm pretty sure.

Auto magic dose great tinting lifetime warranty as well been in businesses for a long time and did my friends car about 4 years ago still great looking.
