If such a procedure existed, it would have been publicized and easily found on google by now. BUT, a google search for "battery repair" turns up nothing useful, so I'm going to call BS on this one.

 
It will never be returned to its full power. Its just how batterys work. The ions in the battery begin to slowly equalize charge and thus never effective as the day you bought it. Its a chemical reaction. I dont really think you can just push an electric current through it to restore the chemical properties of the battery. You probably could SOMEHOW, but I dont think it could be done within the enviroment of the battery. I give it a 25% chance to work perfectly like it says it does. Chances are it will probably restore the values of the battery for only a couple weeks or so...but then again, you will just be able to recharge it again, right?
