It's a catch 22. Saudi Arabi has made some progress on women's rights in recent years. If only western countries are selected to lead these forums, then the rest of the world will just ignore the issue. Plus to religiously conservative countries, women's rights in the west look like the right to dress & act like $luts and push the woke LGBTQxyz agenda.

They may have made progress but women still aren't able to go into public alone and have to obey their husbands
