Never heard of a state that restricted your driving in certain cities due to having a....."novice" license. That's crazy. But ~ I guess I can see the wisdom of not wanting newbie drivers stuck in rush hour in Minneappolis (sp?) or St. Paul and freaking out behind the wheel.

That's my guess behind it, but it's been about 5 years since I first got my license, so I could be wrong.

Also, rush hour SUCKS in MSP (minneapolis-St. Paul). The busiest (sp) roads are only 8 lane interstates (both sides total). Here in PHX I've seen up to 16, so traffic flows much smoother here. One of the only things I like about PHX.

In FL (reading off the back of my license) 16 yr olds cannot drive from 11 pm to 6 am unless accom. by 21 yr old or driving to and from work.

17 yr old 1 am to 5am same thing
