yes they do pay to print those...its called a licensing fee.

its like this guys, when i was a soldier stationed in korea, they make all kinds of bootleg shit over there....i know a guy who actually went to jail for buying a bunch of Coach bags for like 30 bucks each and sending them home to all his sisters, cousins, blah blah blah. The army's CID came and charged him with sending counterfeit things home to his family. The point is that everything copyrighted, patented, or trademarked is not able to be reproduced without permission from whoever holds that trademark, patent or copyright.

honestly you will have better luck scanning your own license and becoming skilled at photoshop if your trying to make a fake id. buy the pvc cards from anywhere online and use your inkjet printer...not that hard and yes it will look legit enough...i mean unless you are/look like you are 10...the templates online are crap..

if its for a school project then just google it...they will all say unofficial but if its for school who cares.

and if you really want to get technical then drop like $800 on a card printer...the days of it costing thousands to create an ID are over....don't get caught i know somewho who is doing 20 years for it because of all the terrorism going on.
