I would assume using cuts would make it fairly easy to bend and it would still be strong once you fill them with wood glue before you bend it. I have never worked with birtch before but my experience with other plywood would lead me to think it would be much more difficult to do correctly.

Not really, it's more time consuming than anything . I built a steamer box years ago . You lay the piece of wood in it . Fire up the hot plate to get the steam rolling, and let it sit for an hour or two. Then it's just a matter of clamping the steamed wood around your premade form , and letting it dry.
