Can you explain that more? I don't fully understand everything

Example - If you are negative and are under claim for refund, they will pay the refund on your behalf.

At this point they will do 3 options.

1st - Pull from your bank, if this doesnt work then step 2.

2nd - charge a backup debit/credit card if not step 3.

3rd - Place your paypal account balance to negative standing with balance.

If this negative is not paid within a week or 2 depending on account type, then they will disable your account and send you to collections.

At this point you can make any and every account you want, but if your account is under suspicion of multi transactions paypal will detect it as a merchant account and request social security and id scan.

So to make it short if murphy does not pay paypal then he will never be able to deal with paypal again unless for private purchases.

Paypal doesnt ever give free money away.
Its considered a courtesy credit because he didnt have money to pay it.

All the money refunded by paypal will placed into collection and his account will get disabled.
