Put a 3/4" mdf ring around the mounting bracket.

I would do the bracket if it were for my car, but its my cousins and i dont want to spend the time making one since he doesnt know much about Car Audio.

You could get a pre-fabbed spacer from BB or CC, or a local shop. They always have them laying around since them come with almost every set of speakers...

There are a lot of companies that make shallow 6.5" coaxials with a 2" mounting depth or less. Infinity, polk, pioneer, kenwood, kicker, jbl, etc. Just look around on sites and on ebay and you should be able to find some speakers for your budget and depth requirements.
