You won't damage the engine of any normal street vehicle by not using high octane; the only think that would occur is a lack of performance and decrease in fuel economy.People who use 91 octane generally NEED it for their cars to run. My car requires premium...i don't use it because I want to feel cool. The previous owner put regular and the engine ended up knocking (ie dead) and I bought the car and put a new engine in myself. If some gas stations do this I'd be pissed, but I have a feeling rumors like this are made by people who have too much time on their hands
my mechanic told me alot of them tell the semi drivers to fill the premium tanks under ground with regular..and sell it has premium..
