Guy has one locally and is trying to sell it to me for $75. Does this thing do anywhere near the 3200rms it says it does? Is it worth the $75? I really only need 2400rms-2500rms so as long as it does that im fine.

lulz this kid near me says his BAMF 4000 does rated, from the looks and reviews ive seen you may get that at 16v with 100% effeciency

I don't like trying to estimate actual power by fuse size, but SPL/PA/KOLE's amp power ratings are so inflated you're better off looking at the fuses than trusting their numbers.

5x40A = 200A.

Looking at some comparable amps...

JBL gto24001, 2400w rms at 1 ohm uses a 300A fuse.

Kicker's 2500 uses a 300A

RE's 2400w uses 240A

Alpine's 2000w uses 180A

The trend indicates to me you're looking at 2000-2200w realistically.
