He was in trouble for alcohol use and he was drinking the hair spray because he couldnt legally buy alcohol. A few years ago IIRC he got caught in the store opening the hair spray bottles and drinking them there.

i'd call that harassment and racial profiling. It's obvious that the police only arrested him so many times because he was an Indian and they were always harassing him unreasonably. He probably wasnt doing anything except being homeless, trying to survive and have a drink.

It's South Dakota and besides the fact that everyone knows everyone, tribal relations are what you could say are less than perfect. The cops are bored and looking for a time killer. He'd be an easy target and probably quite entertaining to arrest.

The racist cops probably got a kick out of harassing this guy. It's really a disgrace.
