A hadron collider of this size can probably create a black hole. The thing you have to realize is that the black holes not only take in energy and matter, they release it too. In a case like this, it was created with piddly amounts of matter, meaning they will burn themselves out in like .0000000000000002 seconds (probably not much of an exaggeration, if any at all). They will release a miniscule amount of radiation, collape into themselves and disappear forever. It won't be the type of black hole you get when a star collapes, this will be billions of times smaller.
