resins, adhesives and plastic filler. what to use?

I apologize in advance if this is in the wrong place. I am building a custom radio bezel. I know what I want to do. but not sure what the best stuff to use for it. first I want to connect a metal bracket to a plastic panel its going to be on the back side of the panel so it doesn't have to look pretty but it is going to be holding the weight of the radio so it needs to be strong. the other part I am doing is filling in some grooves that are going to be on the front of the dash so I was going to use some type of filler, sand it down, and paint it. just like you would use body filler. but it needs to adhere to plastic. any ideas?
