you will need proper residence permit and the such to be able to work there, live there and have the social benefits provided by the state.
There are few if any countries that you can just show up in and expected to have unlimited right of stay and access to the benefits of the society.
Your best bet would to bet employment with a u.s. company (assuming you are USC) and have them deal with the consular affairs on your behalf. Probably much easier said than done, especially if you are a recently graduated entry level worker.

The following is a summary of the types of work permits/visas for Costa Rica, the steps involved in obtaining employment authorization, and other relevant information for employees going to Costa Rica on a work assignment.
"Regularization" from Visitor to Work Status
Certain nationals may enter Costa Rica as visitors and convert to work or temporary residence permit status, under local employer sponsorship, without leaving the country. These nationals may remain in Costa Rica or come and go in visitor status while the petition is pending, but are not permitted to work during this time. It is best for the employee to carry the work/residence permit application receipt on any trips to and from Costa Rica while the application is pending.
For those nationals who must obtain their work permit before arriving in Costa Rica, the procedure is more complicated and may require a great deal more documentation. Please contact your Fragomen Global Advisor for assistance.

i would only move to central america if i was already rich. Or was going to do some public service. Like my uncle's boss owns a bus company in el salvador, or this girl i met started a 4 wheeler renting business in costa rica. Or have a PC cafe.
