CT can't be "offtopic" because there's no topic to begin with. This forum is primarily for car audio related discussion, but if I want to talk about something different (say my dog for example) should I have to search the web and post it in a dog forum? No the Thunderdome is for when you want to talk to the people you already know about topics other than ca related stuff. If you'd like to argue that, that's what CT is for, then that argument is flawed because it doesn't have a primary subject. I wouldn't just try to go find a forum about nothing so I could post in it...
