You absolutely do not need a police report in Georgia to file a deer claim. I would think this would be true anywhere. As was stated: He will be making a claim on the insurance that he is paying for. The higher premieums he will be paying after the claim is usually incentive enough to file a false claim.

Wow, this sure turned interesting.... Anyway, i'm pretty sure insurance here requires accident report to have them cover it at all. Otherwise i pay EVERYTHING... which i will probably anyway.... Yeah, as if premuims going up and deductible aren't enough... scoff scoff cuss cuss blah blah. At least none of my car stereo stuff broke. Pushed the battery pretty far forwars when i wacked him though... could barely open my hood. I just hate to think i'll get ****ed because some cop thinks i'm trying to be a fraud and he can't really see that it ****ed up my radiator and shit like that. He's (the cop) no mechanic afterall...
