Not necessarily. There is a relatively basic test that foreign nationals applying for naturalization must take and pass to be eligible for the benefits. The largest benefit and one of the only practical differences between one that is naturalized and one that only holds the status of legal permanent resident is the right to vote in U.S. presidential elections.

So considering that this test is basically a test to allow you to vote in a Federal election (simplistically), there IS actually a test to determine if you are competent to vote in a u.s. presidential election. It would be interesting to see the test results of natural (native born) USC's vs. those taking the test as part of their naturalization application.. I would be willing to bet that there would be a good percentage that would not pass.

its disproportionate the amount of positive publicity and airtime Obama gets compared to McCain. All I ever see is HOPE and CHANGE YA!!!!!! When it comes to Obama, and "he voted 90% with Bush" "he is too old" "he stuttered during a speech" when it comes to McCain. you'd be right. our 9th grade proficiency test on history/citizenship in ohio is similar and many take a LONG time to pass it or don't pass it and can't graduate. pretty sad IMO
