I'm not sure that has anything to do with anything? He was V.P., Nixon resigned, the Constitiution states he becomes President. I'd say he just fullfilled his public service to this country.

A lot of people forget how much good he did, and how much integrity he had.

He was hand picked by Nixon to replace Spiro Agnew when he resigned over tax evasion.

He never ran on the ticket to be either the VP or, eventually, President.

The voters never had a choice whether he became President or not.

(In fact he was rejected in 1976 when he tried getting elected.)
