It says port length i 20in for the tune i want but then says physical port lenght is 17.75in long which one do i use ???

The physical length is probably the length of the port walls, the actual theoretical port length extends past those walls though. Where the port enters the main chamber of the enclosure it extends half the width of the port out. So if you have a port that's 4" wide, you'll get an extra 2" of port on the inside added to whatever the physical length is.

What he said, phyiscal port length is the length of the wall and effective port length is the actual length of the port.
