question about cone area calculation for determining pressure class

When calculating cone area for pressure classes, are square woofers counted as a normal woofer?

For example, a round 15 would have 177 sq/in of cone area, but a square woofer of the same size will have more cone area, 225 sq/in to be exact.

So which number for cone area would be assigned along with the fusing x10?

MECA rules do not specify shape of the cone and just list general sizes

You are correct it is the cross section area i.e 15" square ( 15x15 = 225 sq in ) there is a cone area quick reference chart on page 47 of the MECA rule book for quick reference on cone area for the pressure class rating.
