program to shorten songs???

does anyone know of a program that i can use to basically make ringtones. i can transfer songs from my computer to my phone via USB. but it wont allow me to use large files as ringtones, but if i can cut the song to 30sec i can use it. i know about myxertones.com but i get charged for the data transfer.
