Powermaster Stepdown Installation ?

ok im installing my stepdown module and i hooked the red wire to my 16v battery which is sittin at 17.2v. when i put my dmm on the the yellow wire coming out of the stepdown its supposed to drop it 3.6v but its only dropping it down to 16.3v. maybe im doing something wrong?? any input?

The Module doesnt have any settings? Is there any regulators involved in the system.
