power mirrors/seatbelts not working on 90 accord

I am trying to figure out why these are not working on this 90 honda accord. Ive checked the fuses and relays under the hood and the fuse box on the drivers side and no fuses are blown.

Of course it could be that all 4 components are broken but it would be quite a coincidence. What could this be? Do you guys have any other ideas on what I could check? Thanks.
