picture programs

Ok here is my situation i have a picture that is really small (i.e. 100x100) but i need it bigger like (i.e 500x500) but if i try to stretch it or anything like that i get the usual extremely blurry image.

So what i need to know is there a free program out there that can resize pictures and still retain quality and not be messed up and blurry looking?
