So i have been scammed twice. I have disputes open but I am seeing no action. What is the best way to get paypal moving? How do I upload emails or pms?

Well, the only thing you can do is just sit. You have to wait 10 days for paypal to hear back from the other person. If they don't respond then they will end the case in your favor, but if paypal does not pretect your transation then there is nothing you can do
