Paypal question

I just did my first transaction through paypal. They sent me a email and said the money was sent but it wont go into my account until I provide a tracking or conformation number. Is this how it always works?

They just changed it so that is their new policy. Such a horrible idea

Yes because now I have to pay for shipping out of my pocket before I can even get the money. Also if your paypal account goes into the negative for any reason like charge back or anything can they go into your bank account and take the money?

Ya i always pay shipping out of my pocket. i don't want to wait until the money gets deposited until i ship to make it long for the customer to receive item. unless i have no money to ship.
