A company called SEM makes the best interior paint for going over plastic and vinyl. It's what the pro's use. Auto paint stores carry it. Standard colors are available in rattlecans, and some paint stores can custom mix colors and load the paint into a rattlecan if you need it.

Prep with SEM is to wash with a mild detergent and water. The paint is aggressive and sticks well to plastics without sanding. Of course you should remove the panels and mask them and spray outside the car.

My son has used Krylon on his dash and doors but it looks ghetto pretty quickly and isn't very durable. I have SEM paint on my door panels and it still looks like factory color after 3 years.
