Get it sticky/rough first. Either sand it or wipe it down with thinner. That is what I used to do when I did panels, never had a problem.

oh ok so wipe it down with paint thinner to make the paint stick,i dont think i want to sand it because it would mess up the texture wouldnt it?

Yes it would, that is why I said make it tacky. Plus sanding would cause dust problems.

Rough up the surface with sand paper. Clean with Rubbing Alcohol. Spray with an adhesive promoter. spray with color.

Yes, forgot to mention that, you need that when painting on plastic.

Would i need to primer it first or just paint strait over the old color?

If you dont use the promotor, likely the paint will flake/peel off. I used to have a paint shop, and used to do this, along with other custom jobs, but it has been over 5 years.

So i need i promoter for the door panels(plastic) and not for the dash?

You need it for both, I really cant tell what that is from the pic.
