Its not really a scam, McDonalds acknowledged how they operate that game many years ago. Most game pieces are extremely common, they only hold back one type of piece needed to win each prize. Those designated pieces are distributed in a more controlled way, not by controlling where/to whom the pieces go to, but they control how many of those pieces are released, and when they are released.
