noob question i kno but i need help

i kno there is no real way to kno if a setup will b louder than another. i kno theres too many variable but i need a basic opinion. im gettin 2 12" RE SE's. im gonna port them to about 2 cu ft a piece. "should" that b louder than 2 12" solos in a prefab sealed box? if its done right. i kno theres no way to tell but what do u guys think?
