Noise supressor for sound card line in?

im looking for somehting that would help get rid of the buzz that comes from hooking up a mixer or Amp to a PC soundcard's line in jack.

if any one has a home studio they must know what im talking about. i dont know what exactly im looking for, but i need to eliminate the hiss that comes from the line between my mixer and my sound card. untill now i have been able to minimise it by turning up the mixer volume, and down the line in volume, but its still there, and reduces the quality of my music.

does anyone know of a noise supressor, or some sort of filter to put in the line to minimise this?

it also has to be cheap, because im looking to get it as a gift for my brother who is starting to record some of the stuff he has been writing over the years. i know of people who have somehting like this, but im not sure exactly what it is...
