new apartment complex: capped dl's

i just moved into my new apartment complex here at school and found out that they capped our downloads at some extremely low number (fastest ive seen is around 30kbs)

to the computer guys out there....is there any way to get around it....ive tried port forwarding with uTorrent but im not getting any faster?

Seems way too low. Contact the admin and see what they should be set too. Also, make friends with the guy/gal. They can adjust it for you.

1) no there is no way to alter the DL or UP speed on a fixed carrier router.

2) it is usually because the entire complex is on a large package from brighthouse or verizon and has a 3rd party manager company verify users, and the network.

the only thing you can do is POSSIBLY get a DSL package on your copper phone line inside the unit. usually though, it will cap around 300 KB a second. if thats worth it, go for it.
