Name that movie...

Okay, this has been bothering me all of a sudden, and for no particular reason. But I am trying to name a movie I saw on TV years ago.

I believe it aired on MTV or VH1, but I remember it being a pretty decent movie.

From what I remember it essentially took place in an Asian School. Several of the students had "superpowers" or perhaps kung fu abilities. They were able to use water as a weapon I believe, they would make balls and shoot em at each other, make typhoons and whatnot.

If I remember the plot was basically that at this school several students had these powers, and they all led gangs of some sort. And then a new kid comes in who has even more powerful powers and beats down the gang leaders to unite the school or some shit.

Anyone have any fricken idea what movie I am thinking of? Thanks.

p.s. I remember the new kid was a guy and it was raining during the final battle.
