make your own rules- ideal class break-down for an all inclusive spl/sq competition

Taking what you want from USACi or IASCA (or nothing) what criteria would you use to "class" cars into 5 or so spl classes? how about into 3-5 sq classes?

I'm looking to figure out some general guidelines for an all inclusive type of show (more of a real street/show car emphasis rather than audio competitor emphasis)

would you break down the spl classes by amplifier power? number of woofers? charging system modification? or a combination of all of that plus some other rules (boxes taller than windows- highest class etc.). My initial thought is that the only fair way to do it is with a combination of all of the above- what do you think?

for the sq portion i'm thinking of just having 3 classes-

1. stock speaker locations other than subs, no charging system upgrades, reasonable amount of cargo space retained, basic bolt-in systems.

2. stock speaker locations other than subs and tweeters, charging system upgrades ok, digital processing/31 band eqs ok, no cargo space necessarily retained, very good bolt-in/custom systems

3. custom speaker locations/custom number of speakers, noticeable dash/door panel/rear deck modifications, anything goes, competitor style systems.
