Mail lottery check scam

A coworker comes to work bragging about how he won the lottery and didn't even play. He got a lottery check in the mail for $10,000 and a document explaining how he won $250,000 and the $10k is just the initial payment. The catch is that in order to receive the rest of the money he must send a $5,000 tax fee first.
