Limit bandwidth

My roommate is constantly watching t.v. shows and movies streaming online.

I run a speed test. I have 400ishkb/s download when he is, so bad that I can't even watch a youtube video without pausing it for a minute or so to let it load enough to watch it.

Is there a way for me to limit his bandwidth usage? Without him knowing?

I don't think there is. Only thing to do is upgrade to the highest bandwidth that your isp provide. Thats what i did.

Yeah, that's sort of out of the question at this point....

Maybe, I could get into the router and put a limit on his mac address or sub-net ip, hm...

or if you get a hold of his computer and install a software that limits how long they can be on the internet during certain time of the day.

I don't know the name of it but its something that parents use on personal computers

There is a way, but it is not practical for home use (would cost thousands).

It's more of a, I want more of the internet he pays for too...

FYI, I don't get a long real well with the roommates, so I'd rather just steal his bandwidth.

(Lost my job recently, that's why I havn't moved out yet.)

The only time my internet slows down is when I or my brother downloads torrents.

Its an issue with linksys routers Im pretty sure.
