It can in that the specs on a 10 do not allow it to get as low with relative output efficiency as say a 12. There are more rap songs that I can think of that go LOOWW than do rock songs, which might be the reason for that assumption?

Efficiency will be relative to the entire application; driver, enclosure, alignment. . . Cone size itself has no bearing on performance in accordance with music types.

Yes, but what I'm saying is that the 10 sub(s) he is looking and the 12 sub(s) he asked about are difference in that the 12 will be able to handle lower frequencies with more relative output than the 10 if both are in an alignment of .707 which is, can we assume, optimum. Or maybe this is false and it's just a common trend I see.

You could assume that, but that is without taking into effect one of the most important aspects, the vehicle. And even then, you cannot rightfully say a 10" or 12" cone is better suited for a certain music material.
